
Bob Maloney
Principal

Bob Maloney
is the founder and Principal of Maloney Government Relations, LLC (MGR), a
bi-partisan government relations and business development lobbying firm. He
has a reputation for bottom line effectiveness, integrity, persuasion,
strategic thinking and an understanding of the legislative process.
Bob is also a policy advisor with the law firm of
Steptoe & Johnson. Through this affiliation, he has
represented a broad range of clients on issues including foreign trade
agreements, taxes, prison industries, convenience stores, and the
distribution of energy fuels.
Prior to founding MGR, Bob represented Fannie Mae, the largest secondary
mortgage market institution as Vice President of Government Relations. In
addition, he served as head of the business unit which initiated the
economic development beginning at
LeDroit Park and currently transforming
the nation’s capital. Bob has also served as Assistant Secretary at
Tenneco,
Inc. representing their natural gas pipeline, agri-business, packaging,
insurance, automotive and chemical subsidiaries, as well as their
environmental interests.
Bob’s earlier experience includes; serving as Chief of Congressional Affairs
at the
Department of Commerce and on the
professional staff of the House Appropriations Committee. He is a graduate
of
Harvard Law School,
Canisius College and is a member of the
D.C. Chamber of Commerce.

Maloney helped to jumpstart Fannie Mae’s With Ownership Wealth (WOW)
plan in pursuit of the organization’s mission to provide mortgage
assistance to low and middle income families. WOW garnered support from
blue chip corporations and launched one million minority families into
first-time homeownership.

and its Foundation gained renown for over a decade of receptions
honoring CBC chairmen and members, sponsored by Fannie Mae and launched
by Mr. Maloney.

Mae presented several honors to Mr. Maloney during his tenure, including
its Chairman’s Award, the President's Award, and the Premium Service
Award for distinguished services.

Eunice R. Montalvo
Managing Partner

Eunice is
MGR's Managing Partner responsible for the day-to-day operations,
lobbying disclosure compliance, strategic alliances, marketing and financial
operations.
Eunice has extensive experience in the banking and financial services
sectors in Washington, D.C. and New York City.
Eunice holds a Masters Degree from Trinity University and
is fluent in Spanish.
Laura W. Murphy
Strategic Partner
Laura Murphy is a
versatile, highly effective advocate with significant governmental and
public affairs experience on the local, state and national levels.
Murphy served as the chief
lobbyist for the national ACLU, chief of staff to the California Assembly
Speaker, Director of Tourism for the Mayor of Washington D.C., account
executive at a California public affairs firm and legislative assistant for
two members of Congress.
She is known for gracefully managing controversial and high profile
legislative disputes and for creating strategic “odd-bedfellow” policy
coalitions. Her areas of expertise include legislative strategy,
communications strategy and activation of grassroots support. She has
significant policy development background in homeland security, tourism,
criminal justice reform, campaign finance reform, voting rights, free speech
and equality issues. She has her own firm, Laura W. Murphy, LLC and provides
highly skilled services to corporate and non-profit clients.
Murphy has testified more than a dozen times before Congress and is an
experienced public spokesperson. She has been a guest on PBS Newshour with
Jim Lehrer, NBC Nightly News, The Today Show, ABC World News, CNN Crossfire,
Larry King Live and NPR. Murphy’s governmental relations lobbying skills
were thoroughly chronicled in the Washington Post, the Baltimore Sun and
Rolling Stone magazine for her leadership after the tragic events of
September 11, 2001.
Both major newspapers on Capitol Hill, Roll Call and The Hill, selected
Murphy as one of the 50 most influential lobbyists and one of 17 top non
profit lobbyists in 1997 and 2003 respectively. In 1997, and again in 2003,
the Congressional Black Caucus honored her for her significant contributions
to legislation that advances civil rights and civil liberties. In 2007,
Murphy was given the President’s Award for Outstanding Service by the
largest national civil rights coalition, the Leadership Conference on Civil
Rights.
